项目摘要

今年度は主に、過去30年間の災害事例の資料収集と分析を次の2つの観点から実施した。なお、対象とした災害事例は、気象庁が固有の名称を定め「顕著な災害」として扱っている地震15災害・気象（台風や豪雨）16災害・火山4災害の、合計35災害が中心である。1つ目の作業は、自身の既往研究で扱った「社会の空気感」の変化に大きな影響を受けるであろう32種類の社会活動について、それらが過去の災害事例においてどのような時期にどのような社会的状況のもとでなされていたのかを事例横断的に確認する作業である。これを通じて、各社会活動の実施時期に影響を及ぼす要素が何であるのかについての理解を深めることができた。2つ目の作業は、それぞれの災害事例に焦点を当て、各災害事例においていつごろ・どのような「社会の空気感」の変化があったかを確認する作業である。これについては、熊本地震・芸予地震・鳥取県西部地震・能登半島地震を特に重点的に扱った。発災日から1ヶ月間程度の新聞記事等をはじめとする資料を縦断的に確認することにより、「社会の空気感」の変化がどのようなタイミングで起きていたのかを示唆する資料を多数入手することができた。また、各災害事例を比較することで「社会の空気感」の変化のプロセスをより一般性の高い形で理解し記述することを試みた。なお、自然災害の場合と対照させる意味で、新型コロナウイルス感染症に伴う「社会の空気感」の変化についても、以前実施したインタビューデータの分析等を通じて考察を深めた。
