项目摘要
The enactment of the Government of Ireland Act 1920 which gave legislative and fiscal powers to the Government of Northern Ireland transformed the British constitution into federal one in a practical way. However, impact of Word War 2 broke the federal characteristics of that Act. I focus on the discussion of the transfer of fiscal power to consider the collapse process of the 1920 Act.
