The enactment of the Government of Ireland Act 1920 which gave legislative and fiscal powers to the Government of Northern Ireland transformed the British constitution into federal one in a practical way. However, impact of Word War 2 broke the federal characteristics of that Act. I focus on the discussion of the transfer of fiscal power to consider the collapse process of the 1920 Act.

1920年《爱尔兰政府法》的颁布赋予北爱尔兰政府立法和财政权力，实际上将英国宪法转变为联邦宪法。然而，第二次世界大战的影响打破了该法案的联邦特征。我重点讨论财政权力的转移，以考虑1920年法案的崩溃过程。
