This study treats the problem of effluent dispersion into the tidal waters as two different problems, i.e.one around the effluent outfalls where the momentum of the effluent is dominant(near field problem)and the other far away from the outfalls where the ambient flow and turbulence is dominant factor in dispersion (far field problem).For the near field problem, the buoyant jet flow is solved for wide range of parameters and non-homogeneous and non-uniformly flowing ambient environment. In this solution, the velocity profile and the density profile are assumed to take a similar shape and the fundamental equations are reduced to a set of the ordinary differential equations. Also solved is the case where the effluent is discharged perpendicularily to the oscillating tidal flow.. This problem is solved with the stress algebraic turbulence model.For the far field problem, the three-dimensional tidal/wind-driven flow and dispersion calculation scheme is developed and applied to the Bohai Sea and the Dalian Bay to show the tidal and wind-driven flow. The result shows the tidal circulation, water exchange and pollutant dispersion. Also a similar model is applied to Hanzhou Bay to successfully reproduce the tidal flow
