Political Scientific Study for Political Economic Placing and Changes of Policies in Islands of Tiwan

海岛具有浓郁的民族风情和独特的地理文化特色，在我国的发展中发挥着边疆的作用。在台湾，这也不例外。澎湖、金门、马祖是台湾具有宝贵生态价值和本土文化的地区，在台湾地区扮演着重要的边疆角色。尤其是金门、马祖，更是对大陆军事的前沿阵地。20世纪90年代以来，台湾的岛屿地位由军事前沿向经济前沿转变，2000年3月颁布的《岛屿建设法》是台湾岛屿政策的基础。该法的目的是通过促进岛屿的发展来改善当地居民的福利。该法案承认Penpho、金门、马祖和中国之间的贸易开放，并免除营业税和关税。日本的离岛振兴法并没有这样的特权，为了发展军事经济，他们认为旅游业在台湾岛屿上很重要。金门、马祖的一些军事设施是为游客服务的。此外，2001年1月后，与非洲大陆的小型贸易开始。以旅游业和小贸易为主导的金门、马祖工业发展。台湾正经历从军事基地岛到经济贸易岛的剧烈转变，地方政府制定了许多经济发展计划，如何评估台湾与中国大陆在小岛上的经济交流，是一个亟待解决的问题。海峡两岸关系的顺利发展是东亚和平的需要。

Islands have peculier taste and the geographical and cultural characteristics, and have played a role as the frontir of its country. In Taiwan, this is not exception too. Penpho, Kinmen and Mazu are the regions that have valuable ecosystem and culture indigeneous, and they have played an important role as the frontier in Taiwan. Especially Kinmen and Mazu were the forefront on the military affairs to the Chinese continent. Since the 1990s, thier placings changed from the military forefront to the economical one.The policies for islands in Taiwan are based on the Islands Construction Act which was enacted in March 2000. The object of this act is to improve the local residents' welfare by promoting development of the islands. The Act admit to open trade between Penpho, Kinmen, Mazu and China, and to be free of business tax and customs duties. There are not such privilege in Japanese Islands Promote Act.To grow out of the military economy, they consider tourism is important in Taiwan' islands. Some military facilities serve to the tourists in Kinmen and Mazu. Moreover, small trade has begun with the continent after Jan 2001. We can make sure the industrial development with tourism and small trade in Kinmen and Mazu. For going through a histric change from island of the military base to island of economic trade, local government draw up the many plans for economic development.We have to appraise economic exchange between Taiwan and China by small trade at small islands with having a problem to solve. It is necessary for peace of East Asia to succeed the relationship of both banks of Taiwan Channel.
