本年度の研究は以下のような分析作業を行った。第1は省委書記の社会的属性分析である。A）本研究は学歴を当初学歴と在職中取得学歴に分け、学歴分布を明らかにし、高学歴化の流れを明らかにした。ｂ）速い昇進速度が最上級地方のトップに上り詰める前提条件の1つである。本研究はランク別に省委書記らの昇進スピードい昇進を明らかにした。C）省委書記の前職を省長、副書記、破格昇進と中央からの派遣に分け、その分布を明らかにしたうえで、リーダシップの発揮などから関連分析を行った。D）省委書記初就任と退任の年齢、在任期間と任地の数（いくつかの省で省委書記を経験するか）を明らかにした。E）退任後の進路を半引退、中央官庁への横滑り、格上げの半引退と中央指導者への昇進の４つに分け、関連の統計分析を行った。第2は省委書記の人材供給源に関する分析である。本研究は、初任機関が政治運営への関わり方、機関（領域）に跨る人事異動、昇進のスピード、実務能力と人的ネットワークの形成を影響する形で、行政エリートの政治昇進のチャンスを大きく左右するという仮説を立て、領域別、機関別と時期別で省委書記の人材供給源を重層的に分析し、以下の発見を得た。A）領域別で見る場合、権力中枢との関係、実務能力が省委書記への昇進で重要である。党官僚、行政官僚、企業エリートと専門家は省委書記の有力な人材供給源となるが、議会職員、社会団体職員と軍エリート出身の省委書記がほとんどいない。B）機関別で見る場合、職責の包括性が政治昇進に有利、専門性が政治昇進に不利である。C）時期別（①1986-1999年、②2000-2014年と③2015-2022年）で見る場合、政策目標の変化は選抜基準に影響与え、領域別／機関別の人材供給源の変化をもたらす。第3は中央官庁の高級官僚、省の党と政府の執行部の構成員、市レベルのトップに関する基礎データを収集した。

This year's research was conducted on the following analytical tasks. The first is the analysis of the social attributes of the provincial party committee secretary. This study focuses on the analysis of personnel turnover, promotion, administrative ability and personnel's development in the early organs, the relationship between political management and administration, the relationship between administration, administration and administration.
