現代中国の党-軍関係は政治状況あるいは時期によって変わってくる。平成11年度の研究は文化大革命を例に上層部の権力闘争の動きと軍部との関わりを検証したが、平成12年度の研究は重点を改革期に当て、最近に公表された文献や現地調査などから得た資料を整理し、権力の世代交代、政治の変化および経済社会構造の変動がいかに党-軍関係の変容をもたらしているかを分析した。その主な結論は以下の通りである。(1)改革以前、「革命世代」は中国の政治、軍事を牛耳り、特に、軍の出身者が中央から地方に至るまで、各分野の実権を握っていた。改革期に入り、「革命世代」の高齢化に加えて、共産党政権は幹部の「若返り」、「高学歴」を主張した結果、「革命世代」の幹部は各級政治指導部、軍部の第一線から退いた。それに代わって、「テクノクラート」世代は登場してきた。各級権力機関で、軍出身の指導者がすでに例外となってきた。(2)世代交代に加えて、改革期の政局は比較的に高い安定性を見せてきた。その結果、1989年の天安門事件を除いて、軍部は政治の表舞台に登場する状況がなかった。改革以前と比べれば、軍部の「脱政治化」と文人政治家による軍隊の統制が進んでいる。江沢民は非軍人出身の政治指導者として軍の最高指導者に就任し、軍部の実権を握っている。近年、「第4世代」への最高権力移譲が行われる中で、江沢民の後継者と見られる胡錦涛はすでに中央軍事委員会の第1副主席に就任し、軍の掌握に動き出している。(3)法治国家の建設を背景として、国防法を中心とする軍関連の法律、法規は整備されつつ、軍隊に対する共産党の統制手段が変わってきている。1998年夏、党中央は軍隊がビジネス活動の規制に乗り出し、軍関連企業の経営権を中央と地方の当局に移譲するように指示した。軍隊の「プロフェッショナル化」が緩やかに進んでいる。
