2022年度の研究は下記の問題を中心に分析作業を行った。１）西側各国との比較である。A)西側諸国の選挙駆動型に対して、中国の地方イノベーションが「危機駆動型」である。まず、毛沢東時代の挫折によって、中国は大きく立ち遅れた。その「政治的危機感」が改革開放路線への原動力となる。次に、急速な発展、社会変動が起きてくる中で、課題が次から次へと浮上して、政府のイノベーションが求められる。政治路線の転換と発展最優先の目標は大胆な模索を正当化していった。B)西側諸国の「先行模索型」に対し、中国の地方政府イノベーションが主として「後発吸収型」である。分担者らは経済改革、行政改革、環境政策、福祉制度の整備などを事例として、各級政府はいかに諸外国の経験を吸収したうえで独自の事情に合わせて制度改革、新しい政策を工夫するかを分析した。２）地方政府イノベーションの動機付け。80年代の農業生産請負制、企業の民営化、環境保護政策、NGO／NPOの発展、村民委員会選挙制度、行政サビースセンターの整備などの重要政策過程を調べ、Ａ）イノベーションの成功モデルは昇進人事にいかなる影響を与えているか。Ｂ）昇進人事の褒賞がどのように行われるか。C）マスメディアや党内の公式文書は「成功モデル」をどのように取り上げるか、D)上級機関はイノベーションのモデル事業に関してどこまで政策の承認、財政資金の配分優先するかを中心とし、上級機関の奨励方法に関する初歩的な分析を行った。３）イノベーションをめぐる地方間の競争。「北京大学中国政府イノベーションセンター」などのデータベースを活用しつつ、地方間競争の特徴を分析した。1）新任の地方トップはイノベーションに前向きな姿勢を示す傾向が強い。２）沿海地域の地方政府は強い改革精神、高い経済力とガバナンス能力を背景として、内陸の地方より成功モデルの提示に貢献している。
