The purpose of this study was to make an empirical analysis on the impact of planned expansion of welfare services for the aged in the 1990s and the introduction of the Long-term Care Insurance scheme upon the local government administration and the welfare mix in the fields of welfare services for the aged. For this purpose, case studies of local government administration, field research on local resident organizations and NPOs as well as statistical analysis of local government data were conducted.As a result of the case studies of local government administration, it was concluded that, in addition to socio-economic and political factors, such factors as historical background of the public-private relationships, the level of medical services and the local government officers' perceptions on the development of welfare mix influence the extent of the changes in the roles of local governments and in the welfare mix in welfare service provision.As to the changes in the role of the local resident organizations and NPOs in the fields of welfare services, it was revealed that these organizations can be grouped into two types: the first type consisting of organizations that have actively entered into the market of long-term care services and the second type consisting of those that tend to concentrate on mutual-aid activities in the local areas.

本研究的目的是实证分析20世纪90年代有计划地扩大老年福利服务和长期护理保险制度的引入对老年福利服务领域的地方政府管理和福利结构的影响。为此，对地方政府行政进行了个案研究，对当地居民组织和非政府组织进行了实地调查，并对地方政府数据进行了统计分析。根据对地方政府行政的个案研究，得出的结论是，除了社会经济和政治因素外，诸如公私关系的历史背景、医疗服务水平和地方政府官员对福利组合发展的看法等因素影响着地方政府作用的变化程度以及福利服务提供中福利组合的变化程度。关于当地居民组织和非营利组织在福利服务领域的作用变化，据透露，这些组织可以分为两类：第一类是积极进入长期护理服务市场的组织，第二类是倾向于集中在当地开展互助活动的组织。
