We have realized that 1,945 non-profit organizations (NPOs) about health and sports in Japan had been certificated or under application at the end of September 2005. Among them, there are 328 community sports clubs. We see that NPOs about health and sports and NPO community sports clubs are going to be cooperative organizations needed when a municipality plans, designs, and carries out public service in the fields of health and sports.The author divided the plan into three steps. Two of them have completed. The first step is a research study on making employment of incorporated NPOs about health and sports and on its social effect. We have shown that to secure employing paid staff in incorporated NPOs stabilizes their service and administration. We have also found that securing professional attributes of paid staff effects showing ability from the stage of planning and designing service of a municipality. The second step is construction of social and economic assisting strategy to secure employing paid staff. We have raised the following to secure the employment : They can be entrusted stably with service by a municipality, their staff has professional ability to plan projects from the stage of planning service, and so on. In particular, through interviews with paid staff, about 80 percent of them have understood that it is important to fulfill cooperative service with a municipality as social and economic assistance to NPOs about health and sports.

我们认识到，截至2005年9月底，日本卫生和体育领域的1 945个非营利组织已获得认证或正在申请。其中，社区体育俱乐部328个。我们看到，卫生和体育领域的非营利组织和非营利组织社区体育俱乐部将成为市政当局在卫生和体育领域规划、设计和开展公共服务时所需要的合作组织。作者把计划分为三步。其中两个已经完成。第一步是对合并后的非营利组织在卫生和体育方面的就业及其社会效应进行研究。我们已经表明，确保在合并的本国专业组织中雇用受薪工作人员可以稳定其服务和管理。从城市规划设计服务阶段开始，我们还发现，确保有偿人员的专业属性对城市规划设计服务能力的展示具有重要作用。第二步是构建社会经济援助战略，保障有偿就业。为确保就业，我们提出了以下几点要求：可以稳定地接受市政府的委托服务，其工作人员从规划服务阶段起就具有规划项目的专业能力，等等。特别是，通过对受薪工作人员的采访，其中约80%的人认识到，作为向非营利组织提供卫生和体育方面的社会和经济援助，与市政当局提供合作服务是很重要的。
