(1)日本律师惩戒程序：（→改进措施）（1）惩戒理由模糊→应列举明确理由。(2)负责纪律处分程序的律师负担过重→由律师协会专职人员操作纪律处分程序。（3）整个纪律处分程序在律师协会内部完成。→客户代表应参与上诉程序。(2)使纪律处分程序公开的措施应由律师协会以外的委员会审查（该委员会应由客户和律师组成）（1）具体纪律处分案件是否应公开，（2）公开的程度
