We investigate the desired allocation of fiscal resources, and tried to present a clear vision of Local Governments Reform, which is required to put the old processes to work in better ways in Japan. This Reform will be needed to achieve Decentralization now on process in Japan.Major points of our research are as following.(1)Reduction of long-term debt assumed is a challenging target, but it is applicable for immediate goal to adopt the concept of primary balance.(2)From this point of primary balance, Local Public Finance maintained a balanced budget. On another front, a primary balance of central government is gigantic deficit.(3)Curtailment of expenditure by local authority is necessary, for Transfer from central government is huge budget.(4)Utility evaluation is most suitable for "Three in One" Reform. It is not appropriate to use difference between present allocation and simulated allocation.(5)Thus, we have to investigate the desired allocation of fiscal resources between central and local government, in stead of regarding difference by Devolution.

我们调查了财政资源的理想分配，并试图提出一个明确的地方政府改革的愿景，这是使旧的程序在日本更好地发挥作用所必需的。为了实现日本正在进行的分权化，需要进行这种改革。（1）削减长期债务是一个具有挑战性的目标，但对于近期目标而言，采用基本平衡的概念是可行的。（2）从基本平衡的角度看，地方财政保持了预算平衡。另一方面，中央政府的主要平衡是巨额赤字。（3）中央转移支付是一项庞大的财政预算，地方政府削减支出是必要的。（4）效用评价最适合“三位一体”改革。不宜采用现行分配与模拟分配之间的差额。（5）因此，我们必须研究中央和地方政府之间财政资源的理想配置，而不是通过分权来考虑差异。
