日本では現在、長期滞在する外国人が急増し、彼らの社会参加、統合について対応を迫られている。そこで、本研究では、外国からの移住者と受入側国民の多文化的統合政策の中で、特に双方の対話を促すコミュニケーション教育に関する施策研究を企画することを目的として、国内外のさまざまな地域の現状把握の枠組みをさぐるための企画調査を実施した。企画調査は、国外ではドイツ、フランス、国内は外国人集住地域として関東、東海地区、非集住地域として東北、山陰において行なわれた。この段階で明らかになったことは、1)移住外国人、受入住民双方の変容を促す継続性を有する施策が重要であり、その際、言語は不可避の問題である、2)各地域の移住外国人の居住状況(外国人比率、居住形態等)により異なる施策が求められる、3)学校,職場、居住コミュニティなど集団の有する特徴に配慮した施策が必要である、4)施策の統括、あるいは調整機関の機能を明確にすることが重要である、という4点である。本企画調査を本格的な調査研究に継続させるため、次の研究を企画し、その結果に基づき提言を行ないたい。1.施策の現状調査・移住外国人、受入住民に対する個別のあるいは双方に対するコミュニケーション施策について、1)地域の特徴(集住度)、2)外国人の背景(職業、出身等)、3)集団の種類(居住コミュニティ、職場、学校等)、4)統括・調整機関の機能、5)継続性、6)法的・財政的根拠、7)対象地域、集団の統合段階(統合初期、安定期、葛藤期等)という7つの側面から把握、分析する。2.データベース構築

Survey on the current situation of policies·Individual and bilateral policies for immigrants and residents; 1) Regional characteristics (degree of concentration); 2) Background of foreigners (occupation, origin, etc.); 3) Type of group (Residential, workplace, school, etc.), 4) Overall adjustment of institutional functions, 5) Flexibility, 6) Legal and financial roots, 7) Regional and collective integration stages (initial integration stage, security stage, Kudzu stage, etc.), 7) Underlying understanding and analysis. 2.
