项目摘要

西南アジアから、東南アジアにかけて、いくつかの共通の要素がある。i)多数の少数民族の混在地域の存在、ii)多様な気候生態地域、iii)多種の植物種と遺伝的多様性の存在、iv)丘陵地帯と平地農耕地帯の接点、v)前記が組合わさった多様な民俗・文化、vi)農業、資源採集が基本生活の基盤、vii)貧困地域、viii)相対的に低開発地域、ix)民族・国境紛争頻発地域、x)政治的複雑性、xi)前述を基本仙報にした現代科学の適用による新規利用の開拓の可能性と先進国の関心の存在、xii)国際条約での強い主張を行っている国家の存在などがあげられる。一方、これら項目の共通する地域において、植物遺伝資源の多様性の存在状況とこれらの現地保全の総合的研究が推進されているわけではなく、断片的な知見があるだけである。また、宗教、民俗、地域社会、地勢学などについての各分野での顕著な研究もみとめられるが、これらを総括し遺伝資源と関わった学際研究を行うことは、持続性と地域振興への提言を導きだすに資するところが大きいと考えられる。また、生物・遺伝資源に関わる課題を人文社会科学、資源・経済政策などの国際政治や知的所有権等の法学分野と絡めて、フィールド科学研究実施による自然科学と人文社会科学等分野の融和点の模索と学術創成による従来の民族植物学から複合新領域としての総合的な遺伝資源科学へと創成される可能性を検討することは意義あることと考えられる。i)各分野での国内グループの連絡・調整と中核グループの形成:筑波大学の自然科学(農学、生物学および環境科学分野)、人文科学、社会科学(政治、法律等を含む)各分野の研究者を中核に置き、国内研究者群との企画調整の検討を行た。年度の第1四半期をかける。1回の全体集会を主要メンバー5名で拠点である筑波大学で行った。また、個別の交流等を行い中核グループ作りを推進し、これにMatthewsが活動した。i)学術創成のコンセプトの提言作成:上記i)の各課題グループでの企画調整に基づき、新規の総合研究領域として学術創成を目指す概念と提言を作成し、これをH18年11月のタイチェンライ開催の国際民俗生物学会で海外協力者と検討した。iii)海外機関との調査・企画連絡・調整:現地訪問を含め、対象地域での準備調査、海外研究機関との企画連絡・調整を執り行うことも上記民俗生物学会で行った。パキスタン、インド、ネパール、バングラデッシュ、中国雲南省、ミャンマー、ラオス等の参加者と協議した。iv)研究対象地域の具体的見極め:特に、紛争地域や政治的に複雑な要素を持った地域/国家については、国際機関の支援を受け、情報や交流の見極めを行い、ミャンマー国境付近も活動可能であることを現地調査を含め確認した。アジア諸国に根付く国際機関(国際植物遺伝資源研究所アジア支局等)を訪問し、情報収集、打ち合わせ等を行った。また日本国内にある国連大学高等研究所の助言や協力も得た。v)実施可能性の総合的な判断のための裏付け検討:上記iii)及びiv)に基づき研究実施のFS(feasibility study)の検討会を、ii)のコンセプト創成と平行し、年度第3から第4四半期に行い、これを反映させて科研の基盤A海外学術調査立ち上げの構想を確立した。
