项目摘要

前年度の一般情報検索、アジア中進国での調査事例及び前倒しで進めたアフリカ在の国際機関の現地訪問と調査分析を参考に、サブサハラアフリカの代表としてエチオピアでのフィールドワークによる事例研究を中心に行った。アジアでの事例研究の成果について技術移転の成功例とアフリカ諸国の問題点の事項とエチオピアとの相違点を比較した。また、国連機関の俯瞰情報や国際会議参加を通してアフリカ諸国での一般的な共通知見を調査、集積体系化整理する。これらに基づき、エチオピアに関し、一般的な見解とまた地域、民族、文化、政治など諸要素を含めた各論的な事項について検討を行った。ここでも、時間枠、資材(critical mass)、インフラストラクチャー、能力構築、社会受容、技術移転における多様な社会的制限要素や上流の政策について、重点を置き、農業科学技術での低プロファイルテクノロジー及びハイプロファイルテクノロジーそれぞれの要件を調査した。アジアとの比較、アフリカ諸国の一般的諸状況、エチオピアでの特化した情報の総合検討により、食糧保障と環境保全を念頭においたエチオピアへの農業科学技術のテクノロジートランスファーの可能性と要件を取りまとめた。本研究は、アフリカ諸国への参考となるように、報告書を兼ねた印刷物を英文で作成し情報の流通をはかり、修了とする。
