项目摘要

農福連携（農業サイドと福祉サイドが連携して農業で障害者の就労の場、居場所を確保する取組）の発展過程とソーシャルキャピタルの構築の過程について、地理的情報を用いて分析する手法について、地理的情報のデジタルデータ化、可視化についてのノウハウを持っているマップル社からの協力を得て、試験的に開発した（吉田、豊田担当）。その上で、これまでに行われてきた農福連携の研究成果から、分析手法の開発に適した事例の選定し、現地調査を行うことで、分析に必要なデータを収集し、それらを試験的に開発した分析手法を用いて農福連携の展開状況やソーシャルキャピタルの蓄積状況について可視化し、取組主体の類型別（障害福祉サービス事業所が主体、農業法人が主体、企業が主体、認定ＮＰＯ法人が主体）に比較分析を行った（吉田担当）。また、比較分析に必要な情報を得るために各事例の関係者に対するヒアリング調査も実施した。また、取組の遅れている地域における阻害要因、潜在的な可能性、停滞している取組における改善方向についても明らかにするため、岡山県全域（中本担当）、兵庫県全域（豊田担当）、北海道全域（小泉、義平担当）を対象とした現地調査を行い、関係者からのヒアリング調査を行うととともに、分析に必要なデータを収集した上で、農福連携の取組状況と、ソーシャルキャピタルの蓄積状況に関する地理的情報の整備を行い、これを可視化して分析を行った。さらに、こうした分析に必要なデータを集めるためには、府県の協力が必要不可欠なことから、翌年度の研究に必要な現地調査のフィジビリティ調査も実施した。こうして試験的に開発した分析手法を用いて可視化した地理的情報について、研究会の場で意見交換を行い、研修の場や普及啓発の場でも活用できるよう準備を進めた。
