本研究の目的は現有地域地震防災計画のうち、特に地震に引き続く直後対応について、その合理的発動に注目したオペレーションシステムモデルの構築におかれた。この目的達成のため、主要課題を以下のいくつかに絞り研究を実施した。(i)わが国の地域地震防災計画に関する現状分析:地震発生直後の緊急・応急対応問題を中心に、対象項目・重要性(優先度)・実施可能性等を震度(被災状況)および地域がもつ防災対策資源量(人,物)との関係で分析し、問題点の抽出を行った。(ii)オペレーションモデルの構成:「発災対応オペレーションシステムモデル」を構築し、人口100万の中核都市を対象に事例研究を進め、適合性を検証した。中心となる数理計画手法はLP法である。(iii)被災状況調査の合理化手法の開発:地震直後の混乱期に被災状況の現地調査を合理的に実施するための具体的方法を既存のサンプル調査法にベイズ統計を導入することで達成し、有用性をシミュレーション的に確認した。すなわち、本研究は地震災害低減への(長・短期の)防災対策計画のうち、特に地震発生直後の緊急対応の在り方に注目し、現有計画について問題点を科学性・合理性の観点から分析・抽出し、これらの中から特に重要かつ未解決にあると思われるいくつかの課題を取り上げ、集中的に考察し、改善策をオペレーショナルモデルの形で実際的に提案することを試みたものであって、地域の地震時危機管理システムを一層合理的に再構築するための橋渡し的研究として位置付けられるべきものである。

The purpose of this study is to show that there are regional earthquake prevention plans, special earthquake prevention plans, special earthquake prevention programs, and reasonable monitoring activities. In order to achieve the goal, the main topics are as follows: study and implementation of the project. (I) the regional earthquake prevention plan of the whole country: after the occurrence of the earthquake, the center of the emergency response problem, the importance of the image project, the possibility of implementation, etc., are affected by the degree of earthquake (by the situation). The amount of resources (people, things) for regional earthquake prevention and prevention policy (people, objects), and the extraction of data from the problem points. (ii) the results show that the case study of the nuclear metropolis in China, with a population of 1 million, is very important. In the center, the mathematical planning technique is called LP method. (iii) the rationalization of the situation is open: in the immediate aftermath of the earthquake, reasonable methods are applied during the chaos period immediately after the earthquake, and the existing methods are recorded into the confirmation of the safety and usefulness of the accident. In this study, the plan for prevention and control of earthquake damage and low risk (long-term and short-term), the emergency response after the occurrence of a special earthquake, the scientific rationality of the existing plan, the extraction of data from the analysis of the scientific rationality of the existing plan, the study of the most important problems in the study, the collection of information, the centralized investigation, and the study of the problems in this study. In order to improve the strategy, the management of crises in the event of an earthquake, and the management of crises in the case of regional earthquakes, it is necessary to conduct a reasonable study on the location of emergency management in the event of earthquakes.
