项目摘要

本研究は地震時の実被害を迅速かつ正確に把握するための調査・解析法の基本構築を目標に計画された.迅速性と正確性とは本来相矛盾する関係にあることから,両者を兼ね備えた調査法開発への要請は従来から強かったものの,その実現は容易ではなかった.本研究では,既存の標本調査法にベイズによる推論を導入することで,この課題の克服を試みた.このため,まず,既往地震時の被害調査実施例について整理・分析をし,他方,ベイズ法において根幹をなす事前情報について,震害予測法との関係で詳しい分析をする等の前段研究を進めた.新調査法の基本構築に関わって,地震による被災事象を大局的に[あり,なし]の2分法で記載できるもの,構造物における[無被害-一部破損-大破-全壊]のように被害程度が多区分されるもの,そして地震火災のように時間依存性の著しいもののように分類・整理し,それぞれの場合について,ベイズ法にもとづく理論を個別に展開し,数値実験を通じて有効性を確かめた.この結果,ベイズ法を導入することによって,在来の標本調査法による場合に比べて,かなり少ない調査データで高い精度の(先行)予測が可能になるとの見通しをもつことができた.これによって,迅速性と正確性という相反する要請を相当程度充足した調査法の実現に理論的根拠が与えられ,実用性の高い調査・解析システムの実現が射程距離に入ったものといえる.
