現有の地域震害予測は内容が事前のそれのみに止まる. 〔静的〕なものとなり, 地震時に行政体が起動すべき緊急対策情報としてきわめて不十分である. 本研究にあってはこの欠点を補うべく, 必要な対策を即時的に選択・実施するため, 地震発生に続いて起こる震害事象の時空間的変動を地域背景データおよび実時間震害データを入力情報として的確に将来予測し, 視覚的に表現する〔震害逐次予測法〕開発を目標の一つにおき, これを動的情報システムとして実現すべく基本構想を展開した.すなわち, 人口100万を越えるモデル都市を設定した上で, まず既往地震による震害時系列・行政対応の事例分析を行い, 主要震害事象を選別し, 震害逐次予測システムのプロトタイプを設計した. 成果としては(i)関東地震(1923)〜長野県西部地震(1984)に至る主要被害地震について, 人的・物的被害から社会・経済的被害について資料の再整理を進め, これを地震毎に時系列的にとらえ直し, また緊急性・後続被害への波及可能性の程度を評価し, この観点から予測対象とすべき震害事象を選別すること. (ii)既往大〜中地震のいくつかを選び, 地域行政体がとった事後対策の事例分析を〔災害情報入手, 主要震害対象, 指令系列・プロセス, 動員人・器材, 効率, 問題点〕等々に注目して行い, 一般的特徴を把握するとともに, 被災の時系列過程との対応関係を明らかにすべく, 文献調査・アンケート・現地調査を併用して, これを進めること, (iii)以上の前段階研究にもとづき, 主要震害事象のいくつかについて震害逐次予測のアルゴリズムを構築し, 予測シュミレーションを実施し, 時間的に変動する結果をそのままに数量化・視覚化表現すべく留意しながら, 実時間に先立って震害情報を出力する逐次予測システムをプロトタイプのレベル出実現したことなどである.

The contents of existing regional earthquake damage prediction are different in advance. Emergency response information is not available during an earthquake. This study aims to make up for the shortcomings of the earthquake, and to implement the necessary countermeasures in real time. During the earthquake occurrence, the temporal and spatial changes of the earthquake damage events, the geographical background, the temporal and spatial changes, the input force information, the future prediction of the earthquake damage, and the performance of the visual damage (sequential prediction method) are developed. The basic conjecture of the information system is developed. A city with a population of 1 million is set up, and the earthquake damage time series of previous earthquakes are analyzed. The main earthquake damage events are selected, and the earthquake damage prediction system is designed. Results: From the Kanto earthquake (1923) to the Nagano earthquake (1984), the main victims of earthquakes, the victims of people and things, the victims of society and the victims of disasters, the reorganization of data, the evaluation of the urgency of earthquake series, the evaluation of the possibility of damage, and the selection of earthquake disasters. (ii)Case analysis of post-event countermeasures by regional administrative bodies [disaster information, main disaster targets, command series, mobilization personnel, equipment, effectiveness, problem points], etc.], etc., are focused on, and general characteristics are grasped.(iii) The results of the previous stage research are quantified and visualized, and the main earthquake damage events are predicted in sequence. The time and effort of earthquake damage information are gradually predicted.
