项目摘要

本研究では、調整区域における土地利用転換と農林地および農村的環境保全計画の実現のために、広島市西部丘陵地域と埼玉県見沼田圃地域を主たる事例として選び検討した。広島西部丘陵地域では、全域の構想計画と一部地域の具体的な転換・保全計画を策定し、見沼地域では全体的な緑地機能評価、大まかな住民意向把握、農地を主とする将来利用構想等をあきらかにすることを目標とした。広島市西部丘陵地域での計画課題は、(1)新しく市街化すべき地域の計画的転用、(2)保全すべき農地における整備と都市農業育成、(3)農村的地域における農業公園設置による適正化と集落環境整備の3つであった。この課題に対して、地域の全体的評価のための土地分級、具体的な転用・保全計画のための土地一筆調査等の新しい手法を開発した。結果的に、こうした手法は、住民合意によるボトムアップ型計画を必須の要件とする農村計画において有効であることが証明された。一方、見沼田圃地域での検討結果、以下の結論を得ることができた。(1)見沼田圃の自然的緑地的環境機能は、それ自体としても、また大都市圏として広域的にみても評価は高く、農業的利用を中心としてできるだけ保全すべきである、(2)しかし全体を保全することは難かしいから耕作放棄地を中心として一部は計画的転用を考える、(3)農地は従来からの水田的利用に加え、現にかなり増えている畑利用による都市農業型高収益農業を育成し、(4)水利用方式もそのために変換する、(5)市民農園や農業公園等都市民との交流の場をかなり広げるといったことである。こうしたことを計画し実現の担保には、規制措置のみならず補助や公的投資、さらには信託制度等の新しい施策が必要となろう。
