项目摘要

広域都市圏に分布する農林地の環境保全機能、とくにアメニティ維持機能を評価し、自然環境の保全と快適環境の創造をめざした土地利用計画手法を開発することを目的として、本研究を実施した。具体的な研究項目は、(1)農林地がもつ広域都市緑地環採としての意義を明らかにし、農林地の環境保全機能とフィジカルな環境構造との対応関係を把握すること、(2)そうした対応関係に基づき、緑地環境を保全しながら適正な市街化を行っていくための土地利用調整手法を明らかにすること、さらに(3)緑地環境保全の具体的方策を提案することである。本年度は、昨年行われた広島市における事例研究をさらに進めるとともに、埼玉県浦和市、東松山市を対象に、農村的環境を生かした地区整備手法を検討した。その結果、以下のような点が明らかになった。1)自然環境保全機能を低下させずにアメニティ維持機能を最大化するためには、樹林地では二次林(アカマツ林、クヌギーコナラ林)が、また農地としては樹園地が最も適していると判断される。これらを活用しながら、アメニティ環境整備を進めるためには、広義の農業公園化構想が有効である。2)土地区画整理地区における緑地保全、集合農地形成、計画的土地利用転換のためには、農家の意向を集約するヒアリング調査とそれに基づく住民参加の計画策定が有効である。つまり、トップダウン方式ではなく、ボトムアップ方式の計画策定が望まれる。3)こうした混住地域では、アメニティ農業を展開できる可能性が高いと判断される。観光農園、市民農園、有機農業などは、高付加価値型の新しい農業振興につながると期待される。次年度は、さらに、過去2ケ年の成果をふまえて、体系的な農林地保全のための土地利用計画手法の提示を行いたいと考えている。

The purpose of this study is to evaluate the environmental protection function of agricultural and forestry land in urban areas, to create a sustainable environment and to develop land use planning methods. Specific research projects include: (1) Understanding the significance of environmental protection of agricultural and forestry land, urban green space, understanding the environmental protection function of agricultural and forestry land, understanding the environmental structure and relationship,(2) Understanding the basic relationship between environmental protection and urban green space, and understanding the land use adjustment methods.(3) Green space environmental preservation and specific policy proposals. This year's case study of the city of Hiroshima, Saitama, Urawa and Higashi Matsuyama will discuss the environmental protection measures in rural areas. The results are as follows: 1)The natural environment preservation function is low, the maintenance function is high, and the cultivated land is high. The concept of agricultural park-like development has been put forward. 2)Land consolidation area green space preservation, collective farmland formation, planned land use change, farmer's intention to intensify research, basic planning and resident participation planning are effective. The plan is planned in the form of a plan. 3) The possibility of agricultural development is high and judgment is high. The new agricultural revitalization model of high-paying and value-added agriculture is expected to be completed in the future. The results of the next year and the past two years have been reviewed, and the system of agricultural and forestry land conservation and land-use planning methods have been suggested.
