「経済復興政策と経済団体」に関して、以下の研究を行った。1.地方研究として、横浜、東京、長野の、それぞれの経済復興の動向と商工会議所の活動を検討した。2.占領の開始と終了のそれぞれにおいて生じた、商工経済団体組織の再編の動きについて、検討した。3.戦後復興政策に関連して、1950年代の産業政策を検討した(発表予定論文参照)。まず、1.に関して、横浜について、主として以下の事柄を検討した。(1)占領下に、横浜港湾施設や、横浜中心部(関内・伊勢崎町)等の接収が続き、貿易機能や商業活動が阻害され、復興が遅延したこと。(2)商工会議所組織は、戦時下の強制加入の神奈川県商工経済会から、戦後の市単位の任意加入の商工会議所へと縮小再編成されたこと。(3)戦後の横浜商工会議所は、地方経済に関わる中心組織の1つとして、占領軍に対し、発電所の賠償指定解除や、民間貿易拡大を求める陳情を繰り返し、戦後復興促進を図ったこと。さらに、2.については、主として次の事柄を検討した。戦後の商工経済団体組織は、日本側の意図に反し、占領軍の命令により、民主化された任意加盟の組織として再編された。しかし同時に占領軍は、各経済団体の、占領軍への窓口一本化を望み、これに対応した日本側窓口となった経団連の政治的影響力が大きくなった。この占領下の体制への反発が一挙に現れたのが、占領解除前後の商工経済団体組織の再編となった。
