项目摘要

東京都昭島市、調布市(つつじが丘)、多摩市(永山団地)、埼玉県川越市(福原地区)での土地利用混在と緑に対する住民意識調査を行い、既に行った川崎市での調査と併せて比較考察した。また、昨年度構築した居住環境指標体系を用いて後背地環境を評価した。具体的には、栃木県宇都宮市を対象に細密数値情報やメッシュデ-タを用いて指標開発を行ない、環境評価を試みた。このため、デ-タの収集や各施設への経路距離の算出を行っている。また、1990年度に提案した「みどりに関する都市環境情報の計量」のための解析アルゴリズムを完成させ、川崎市の航空機MSSデ-タを用いて実行した。一方、環境評価のための説明変数として、川崎市の後背地におけるみどりの都市環境情報を計量した。一方、農地の固定資産税の宅地並み課税の地価と土地利用に及ぼす効果を経済的に分析し、一定の結論を得たまた、良好な後背地の形成のための都市計画と土地税制のあり方について経済学的な検討を加えた。都市近郊の後背地において、身近な水辺の環境整備に取り組んでいる地区の実態を調査し、計画樹立過程の住民参加が十分に可能であるばかりか、魅力ある計画の樹立および工事実施後の利用管理においても、極めて積極的な住民の参加が得られることが確認された。また、地域主導で自然環境や農業との調和を目指したリゾ-ト的むらおこし事業の実例を収集・調査し、事業実施の背景や問題点の分析した。注目した点は、事業が自治体の財政や行政に与える影響や事業の政治問題化、商業者と農業者との新たな対立である。「森林公園」という名称のもとに整備・保全されている都市近郊施設の実態が極めて不明瞭であるため、林野庁および関係公共自治体の協力を得て、デ-タベ-スの作成を行った。また、真鶴や熱海のリゾ-トマンション開発をめぐる問題を事例に後背地開発の合意形成について調査した。首都圏におけるナショナルトラスト運動の概要を把握するとともに、埼玉県の見沼たんぼにおける団体関係者へヒアリングを行い、都市近郊におけるトラスト運動の問題点と今後の課題を整理した。
