项目摘要

自然と人工の調和した環境を創出するためには、都市圏を人々の行動圏の立場で見る視点が必要であり、市街地そのものだけでなく都市圏後背地も含めた広域都市圏を一つの有機体としてとらえなければならない。本研究はこの認識から、都市圏後背地を主対象にその望ましい環境像を明らかにし、その実現に必要な土地利用調整手法および合意形成のための知見を得ることを目的とした。まず、農地の壊廃過程を把握し住民による農地の環境保全機能上の評価から、混住化農村や都市農村では特に防災、大気保全、やすらぎの場の3機能が高いことが示された。また、居住環境指標体系を構築した上でアメニティとアクセシビリティの2側面に関する環境指標を開発した。さらに、首都圏における緑地を抽出し自然へのアクセシビリティを評価した。また、「みどり」の計量のための解析アルゴリズムを構築し、川崎市の航空機MSSデータを用いて実行した。一方、神奈川県下の市町村における緑地保全関係の地域地区制度の実効性と改善策を検討した。また、東京都と神奈川県における実証研究の結果、農地の宅地並み課税や固定資産税増税は宅地化を促進し地価を引き下げる効果があることが示された。さらに、住民が主体的に水辺環境計画を取り組むことにより、次第に居住地域への愛着を深めていくプロセスについて、具体的な地域をモデルに調査研究を進めた。さらに、地域の自然や環境を生かした「むらおこし」的開発事例について、取り組みの内容と主体の二つの観点から、それぞれの成果や問題点の検討を行った。また、1991年の法改正による東京都の市街化区域農地の転換状況を、統計資料、分布、農民意向の3点から調査するとともに、傾向の異なる自治体を事例に実態と問題点を調査した。また、首都圏近郊を対象に緑地保全を目的としたトラスト運動の実効性を検討した。
