项目摘要

本研究は、広域都市圏において自然と人工の調和した環境を創出するため都市圏後背地を主対象にその望ましい環境像を明らかにし、その実現に必要な土地利用調整手法および合意形成のための知見を得ることを目的とする。今年度は、主として以下の4つの分担課題で研究を進めた。「後背地における土地利用変化のマクロ分析」では、多摩川中流域を対象に細密数値情報を用いて土地利用の混在度を測定した。また、後背地における緑地生態系の変化により親水行動がどのように変化したかを把握した。「居住環境指標の構築とその応用」では、川崎市における快適性指標を用いて土地利用規制の効果を検証した。また、住民のアクセシビリティ評価の規定要因について実証的に分析するとともに、東京都の自治体を対象に緑化行政と緑の指標の利用状況に関して調査した。さらに、指標に用いる物理的デ-タを作成するため、航空機リモセンデ-タを用いた画像解析により緑地の自動分類手法を提案し、その有効性を示した。「土地利用転換過程の構造分析」では、市街化調整区域における土地利用計画が昭和43年の都市計画法立法過程において具体化しなかった理由について検討し、このことがその後の開発許可に及ぼした影響について調査した。また、土地税制が地価と土地利用に及ぼす影響に関する理論的な分析を行なった。「後背地環境の管理計画の合意形成手法」については、埼玉県南部、神奈川県西部地域を取り上げ農業生産・自然保護などと開発計画の矛盾の調整と土地利用計画の策定過程における関係者の意向調整について調査した。また、地域の農業・自然的資源を生かしたソフトなリゾ-ト開発を進めている地域、団体のリストアップを行ない、それらの進捗状況等を調査している。
