本研究は,ケーススタディを通して「速やかな復旧・復興を可能にする」という視点を加えた防災計画の新たな計画論を構築することを目的としている.本年度は,その前段として,阪神・淡路大震災の今日までの復興の経過を分析し,(1)被害を前提とした場合の望ましい復興システム及びそれに必要とされる空間像は何か,(2)本質的課題である被害の軽減にむけた事前計画のあり方とは何か,の2つの視点から,計画論の構築に必要な事項を明確化した.その中で,平常時の生活基盤かつまちづくりの単位である「地区」の単位が計画単位として重要であり,それに対応する「地区防災」の計画論が不可欠であることを論証した.(1)の視点からは,スムーズな復旧・復興への立ち上がりを実現するためには,居住地での避難,復旧・復興生活を実現し,それらを連続的に移行させる必要があり,そのためには,復興システムを地区単位に再編する必要があることが明確になった.又,平常時のまちづくり活動により培われた地域の力と地区内の空間的なゆとりが,復旧・復興に向けての重要な推進力であることが再確認された.(2)の視点からは,防災の概念を多様化,多層化する必要があることが明確になった.これは,多様な災害様相を対象とすること,計画目標のレベル設定として多様な選択肢があり得ること,従来の都市防災の計画論と地区防災による段階的計画論が必要であること,等を意味している.また,次年度に予定している計画論の展開の準備として,ケーススタディの対象都市に関するデータベースをGIS上に整備した.地域データ及び従来の被害想定の他に,市街地の更新動向を考慮した将来の被害予測も行った.これは,予防計画のタイムスパンに合わせた被害想定の新しいあり方を提示したものである.今後の予定としては,上記の事項を更に深化させた上で計画づくりを通して「地区防災」の計画論を展開する。
