1.中国の対外認識:80年代末冷戦が終焉に向かう中で中国は国際的権力構造が多極化に向かうと考えたが、湾岸戦争を経て「一超多強」との認識が一般的になった。しかし最近では「多極化加速」を主張するものもあり、両者の認識が拮抗している。2.日米安保再認識に対する中国の反応:中国は当初冷静かつ客観的に事態の進展を見守っていたが、次第に日米安保体制が地域的で攻撃的なものに変質し、地域の多極構造を動揺させるとの懸念を表明するようになった。中国はASEAN地域フォーラム等地域の多国間安全保障協力を強化し、二国間同盟の有効性を否定することによって、これに対抗しようとしている。3.米国のアジア太平洋政策:1993年に発足したクリントン政権は、安全保障、経済的繁栄、民主化の促進という三つの対外目標を追及したが、国内中心の政権運営により、目標間のバランスが崩れアジア諸国との摩擦が激化した。しかし、94年春頃から政権内部でも事態の深刻さが認識されバランスの回復が図られた。以後アジアに対してはおおむね妥当な対応をしている。4.東アジアの安全保障状況:東アジアにおいては、分断国家、領土紛争、国内の政治的不安定生、越境汚染、麻薬、不法移民等多様な安全保障上の問題が存在する。他方対応措置の面でも、ASEAN地域フォーラムに代表される多国間安全保障級力が進展する一方で日米、米豪等の同盟関係が強化され、政府間だけでなく、いわゆるトラックIIの会合も頻繁に開かれている。このように多様化した安全保障措置の間の相互関係の調整と処理は、地域安全保障における新たな課題である。
