1995年1月に発生した阪神淡路大震災においては、被災直後に発生した交通によって幹線道路では交通渋滞が発生する一方で、街路においては地震によって発生した街路閉塞によって避難行動や消火・救援活動に大きな支障をきたすこととなった。こうした地震発生直後の交通実態について、ヒヤリング形式とアンケート形式とを併用することによって現地において大規模な調査を行い、その結果を分析した。その結果、地震後の交通アクティビティは家屋の損壊度と関係があること、交通アクティビティの発生する時期はその目的(避難、安否確認、水や食料の調達など)によって大きく異なること、自動車の発生量は発生後の時刻によって変化していくことなどが判明した。また、調査結果については、データベース化し、一般に公開することとした。次に、消防隊・自衛隊・警察などの専門の防災アクティビティについて、その実態についてインタビューおよびアンケートによって調査を行った。また、防災に対する認識が一般市民とどう異なるかについても、独自に作成したビデオを用いたアンケート調査をおこなった。その結果、街路閉塞によって防災アクティビティはかなりの支障を受けていたこと、道路の渋滞によって活動が担当遅延してしまったこと、さらに、防災に対する認識は、一般市民と比較して専門家の方が危険に対して敏感に反応することが判明した。以上の調査・分析により、まず、地震発生後の自動車利用は、(1)個人情報や生活関連情報の提供の充実、(2)通信インフラの強化、(3)水・食料の公的機関による供給の効率化及び配送の実施によってある程度削減可能であるという結論が得られた。また、街路閉塞については、街路の幅を6〜8m以上にし、かつ沿道の建造物の構造を強化すること等によって未然に防止することがある程度可能であり、防災アクティビティの効率化が図れることが明らかとなった。
