情報爆発の解決の1つの方向性として、情報の意味論レベルでの構造化に関する研究が進められている。これは単に所与の情報を構造化するだけでなく情報作成者に一定の努力を期待することにより構造化のレベルを進化させ、社会全体の便益を増大させるとともに自律分散的な情報流通の仕組みを構築しようとする活動であるとも言える。場所に関する情報(空間情報)も情報爆発の例外ではなく、構造化もさることながら構造化のための基盤の構築・維持がユビキタス社会、センサーネットワーク時代に向けてますます重要になることは明らかである。現時点でもいくつかの企業が空間情報基盤(となる地図)を提供しているが、web上のサービスは個々の業務システムには組み込めなかったり、そもそもそうした情報は自治体が作成した空間情報を基に作成している一方で他の部署ではそれを製品として購入したりと社会的な不都合・不経済を生じている。そこで、本研究では「地方自治体の地理空間情報の共同整備」に焦点をあて、(1)地域における将来像の構築方法(2)地域内の現状の把握方法(3)現状から将来へ進めるためのマイルストンの3点を柱として、検討すべき項目や各項目のオプションなどを明らかにする共同整備の計画手法を「地理空間情報に関する地域共同整備推進ガイドライン」という形で取りまとめた。本ガイドラインを構築するにあたり、総務省自治行政局、(財)地方自治情報センター、とともに共同事務局として、都道府県・市町村・その他関係機関の委員約20名から構成される「統合型GIS共同化研究会」を6回開催し、意見を集約した。また、その中で全国の都道府県・市町村1852に対して共同整備に関するアンケート調査を行い89%の回収ができ、高い関心が得られるとともに全体の傾向を踏まえた上で決めることができた。さらに最終的には総務省を通じパブリックコメントを行い、行政外の関係者の意見も広く集約することができた。
