项目摘要

都市の外延的拡大による都市化の進行は近年地方都市圏に於ても著しく、都市と農村の境界領域である都市周縁地域はドラスティックな環境変化が展開しており、都市圏の環境問題を扱う際の最重要地域と考える。本研究はこの都市周縁地域をマージナルエリアと定義し、福岡都市圏、熊本都市圏、久留米都市圏を対象に事例研究を行ない、次の成果を得た。(1)マージナルエリアはジンメルのマージナルマンに由来する造語であり、都市と農村の接点・境界にあり、異質な社会と文化の狭間にあって、両者の対立と共存、葛藤と同化のダイナミズムが展開している地域であり、そのダイナミックな相互作用を通して問題を克服し止揚していく責極性に意義がある。(2)近年、都市と農村の関係はこの境界性としてのマージナルエリアから、コアとマージンという一極集中構造に変容しつつあり、農林漁業の後退による広大なマージンの創出は、環境保全にとって危機的事態である。(3)伝統的な農村集落では、農業を営むことを通じて、生産基盤はもとよりその背後の自然環境から生活空間に至るまで、共同的かつ自律的に保全管理する構造が存在する。兼業化・混住化は〈集落保全〉と呼ぶこの全体構造の変容を余儀なくし、環境保全のための新たな主体の形成が要請されている。(4)3つの都市圏の相対的位置は一極集中の入れ子構造を浮き彫りにしており、マージナルエリアの責極的意義の回復と、周辺市町村の自立性の回復が求められている。(5)都市化をコントロールする現行法制はマージナルエリアのような重層的生活空間には不充分であり、住民の地域形成力を活用するような支援装置も考慮されてよいと思われる。(6)今後は、環境的・文化的ストックの把握と、それに基づいた環境保全と環境計画の指針を得て、事例研究から得られた知見を基礎とした政策課題の追求が必要である。環境をテーマとする研究には学際的な研究方法の確立と国際的視野も要請されていると思われる。
