我が国の温室効果ガス削減政策において検討すべきことは、現在の温室効果ガス排出主体である企業・個人・自治体の一部による"自主的な取り組み"から、企業・個人・自治体の全てが参加する"包括的なシステム"へのシフトである。本研究の目的は、このようなシフトを促進するための方策としての自治体間による排出権取引を提唱することにあるが、具体的には、我が国の民生部門(業務系および家庭系)と運輸部門(公共交通機関と自家用車)における二酸化炭素排出をターゲットとし、併せて、二酸化炭素を吸収する森林の保全も促進できるような自治体間による排出権取引の実施可能性とその有効性を検証することである。今年度においては、まず第一に、本研究で対象とした全国約780都市の内、政令指定都市および中部三県(岐阜県、愛知県、三重県)内の都市について、都市毎の人口規模に基づく排出割当枠を仮算定すると共に、都市毎の排出量実績データ・森林面積データの収集を行った。これらのデータから、森林吸収分を含まないケースおよび森林吸収分を含むケースの両方において、排出枠と排出量実績の差において、排出枠赤字となる都市と排出枠黒字となる都市が混在することが判明し、仮に中部三県を対象とした排出権取引市場が存在すれば、排出権取引が起こりうる基礎的条件を確認できた。第二に、主要な政令指定都市に対して、自治体問による排出権取引の実施可能性とその有効性に関してのアンケート調査を実施した。アンケート調査結果からは、自治体に排出枠を課すことを疑問視する回答が見られた。第三に、実際に全国約780都市を対象とする排出権取引市場が設けられ、排出権取引が可能となった場合に、各都市が排出割当枠を遵守するために要する費用、そして排出割当枠を達成するために要する期間を予測するためのシュミレーションモデルとして、マルチエージェントモデルの構築を検討した。
