本研究では、岩手県北部北上山系における日本短角種経営を対象に中山間地域資源管理システム形成動向の実態分析をおこなったものである。そもそも日本短角種等の土地利用型粗放畜産は、高位安定的水準の上質肉価格を背景とし高度集約的加工型畜産として成立した黒毛和牛とは、作目の経営的性格付けが180°異なる。手間をかけ所得の向上をねらうべき作目ではなく、極力労働節約的な展開をねらうべき性格の作目である。それは市場の広域化のもと、和牛や平成3年4月以降の輸入牛肉との競合のなかでますます明らかとなってきた点である。しかし個別家族経営内的な視点からは、労働節約的方向を積極的に追求する必然性は通常見出されない。さらに当該地域では、昭和40年代以降の北山山系開発事業のもとでの、畜産経営の近代化を支える飼料基盤と草地利用の高度化という政策的誘導故の地代負担圧力や、地域における有力な換金作目の欠如、就業機会の不足が、労働集約型経営展開を後押しすらする。ここに畜産を軸とした当該地域の中山間地域資源管理システムの最大の矛盾点が存在する。現行の公共牧場を核とした畜産的土地利用は、公共牧場維持管理費用負担にすら対抗できず、各種補助金負担によってなんとか維持されているのが現状である。現代的な混牧林経営を展望するには、まずは土地利用型畜産の展開とは切り離した個別経営内的視点の充足が必須条件となる。さらにその上で家族経営の枠を超えた地域的視点に立った強力な組織展開が不可欠となる。
