本研究では、岩手県北部北上山系における公社形態および入会組織の日本短角種経営を対象に、中山間地域資源管理システム形成動向の実態分析をおこなった。素牛価格の暴落、および飼養農家の多くが高齢であるため、北東北地域における日本短角種の仔牛生産意欲と飼養戸数は近年急速に減少しつつある。さらに生産の核となる公共牧場も、飼養頭数の減少、牧野組合の経営悪化から、加速度的に閉鎖数増加の兆しを見せている。これらはなべて、一定の労働力限界のもとで混合所得の拡大をめざす家族経営の特質と、一定規模では低所得しかもたらさない粗放型作目である日本短角種との矛盾に由来している。従来の高齢者依存型展開に将来像が描けないとすれば、新たな企業形態像の検討が早急に求められる。そこで公社形態および入会組織を調査対象に取り上げた理由である。平成9年度は、岩手県北部山間地域の短角牛生産において企業的展開を図る唯一の大規模経営体である岩手県肉牛生産公社を対象に、経営成果資料および技術水準資料の収集をはかり、さらに関係者からの聞取りと歴史資料の収集を通じた、結果の肉付けと論理構成の明確化を図った。生産公社は、県内に10牧場、延べ草地面積1137ha、短角牛繁殖頭数920頭、短角牛肥育頭数1421頭を有する経営体であり、集約型放牧技術や大規模秋子生産など、先駆的技術展開を図ってきた。しかし平成10年度より、従来からのいなげやとの短角産直事業が停止となり、短角牛生産および経営事態の抜本的建て直しを迫られている。平成10年度は、入会牧野組織由来の組織で、短角牛の冬期共同管理施設(100頭規模)を整備し県内で唯一飼養頭数の増加を見ている岩手県安代町の新町牧野組合をとりあげ、入会牧野整備との関連性を踏まえた歴史史料に基づく組織由来の検討から、共同牧野管理組織の運営経緯、そして現状の把握をおこなった。以上の分析より、たしかに企業形態による改善の余地は認められるものの、価格水準の暴落という現状のもとでは、十分な将来像を描ききれないというのが率直な結論である。

This study analyzes the situation of the formation of regional resource management system in the northern part of Japan and the northern part of Iwate. In recent years, the number of cattle breeding in Japan has decreased rapidly. In the meantime, the number of public pastures, the number of breeding heads, the management of pastureland combinations, and the number of acceleration locks have increased. The origin of the contradiction between Japanese short angle and Chinese short angle is that they have the characteristics of large and small family. In the future, high-level enterprise-dependent development will be the focus of attention, and new enterprise form will be the focus of attention. The reason for the investigation is that the commune is in the form of a membership organization. The only large-scale management organization in the development of short-horned cattle production in the northern part of Iwate Prefecture is the collection of technical data, and the collection of historical data, and the clarification of the logical structure of the results. Production Commune: 10 pastures, 1137ha grassland area, 920 breeding heads of short-horned cattle, 1421 fattening heads of short-horned cattle. In the 10th year of Heisei, the short-angle production business was suspended and the short-angle production business was established. In 2010, the organization of the origin of the Makino organization, the winter joint management facility for short-horned cattle (100 head size), the number of unique breeding heads, and the relationship between the organization and the history of the Makino organization were reviewed.
