清末時期の政治改革については、これまで議会組識の導入がもっぱら注目されてきた.しかし近代国家形成のためには、議会組識と同様に、中央から地方までの政策を有効に執行できる一元化された行政組織の編成も重要な課題であった.当時の行政組織改革=官制改革において、中央官制改革の焦点は専門分化と合議制の形態を採用した集権的行政府の編成にあったが、新内閣への行政権の集中と既得権の削減を忌避する旧勢力によって、清朝崩壊までにそれを実現することはできなかった.中央での改革と異なって地方官制改革は着実な成果を挙げ、省のレベルでの集権化が進んでいった.中華民国北京政府時期における地方権力の自立性の強さの根拠は、制度的には地方官制改革にあった.もちろん哀世凱政権時期には、省制の廃止と道制の採用、それに軍民分治による中央への集権化が図られた.しかし「中華民国約法」下においても、地方に対する中央への集権化には失敗した.こうした地方行政の実態に大きな変化が生じるのは、ナショナリズムの一つの指導政党であった国民党によって樹立された国民政府の時期である.1920年代前半には省の民主的自治とその憲法による保障を前提とする連省自治運動が展開したが、国民党はこの連邦主義的統合を軍閥割拠の根拠になるという理由で排除した.国民党・国民政府は省政府固有の権限を削減して事実上の中央行政の下請け機関とし、中央と県との間に均権の原則を導入していった.しかも地方(県)の行政権限への具体的保障は、憲法草案の修正過程で次第に薄れていった.

Under the Constitution of the Republic of China, the central government and local governments have failed. In the first half of the 1920s, the democratic autonomy of the province was guaranteed by the Constitution, and the provincial autonomy movement was launched. In the middle of the reasons for the Kuomintang's independence from the United States was eliminated. The Kuomintang government introduced the principle of equality between the central government and the provincial government by reducing the inherent restrictions of the provincial government. The concrete guarantee of administrative restriction of local government and the amendment process of the draft constitution shall be carried out successively.
