本研究では、清朝末期における機構整備を含む産業行政の変遷を、伝統的商人団体の再編や中国社会の工業化の開始と関連させて分析したが、以下のような実績が得られた。中国社会の工業化は、まず輸出関連部門において始まった。とりわけ製糸業において顕著であり、紡績業などの輸入代替の使命を帯びた工業が官僚主導で導入されたのと異なって、外商を含む民間主導で始まった。製糸業のみならず輸出関連部門における工業化の開始は、在来産品の輸出不振を契機としていたが、この輸出不振は国内商業面においては、従来のギルド的統制の動揺をもたらした。こうした従来のギルド的組織による商業の私的統制の動揺と、一方での工業化の開始は、「紳商」を中心に国家による本格的な産業行政の開始の必要性を認識させることになった。清朝国家による専門的産業行政機構の創設は日清戦争後になって初めて着手されたが、この時点における産業行政は機構及び政策ともに分権的性格が強かった。中央政府内部にはまだ専門的な産業行政機関はなく、商人団体の再編によるギルド的統制の建て直しと工業化促進のための政策的支援を与えたのは地方官僚であった。彼らが産業政策を実行に移す上で、中心的役割を担った産業行政機関が各省ごとに設けられた商務局であった。清朝国家の中央政府内部に専門的産業行政機関が設けられたのは20世紀に入ってからであり、商部、後には農工商部という名称で設置されたが、この商部にとって当面する重要な課題は産業行政権の集中とそれによる統一的産業政策の遂行であった。しかし地方産業行政への介入や商会創設の試みにもかかわらずこの課題は実現せず、後の中華民国の北京政府の下での分権的産業行政の原型が定着することになった。

The implementation of industrial policies will be carried out at the top and the center, and the industrial administrative organs will be set up at the provincial level. In the Qing Dynasty, the central government set up industrial administrative organs within the central government, and in the 20th century, the Ministry of Commerce and the Ministry of Agriculture, Industry and Commerce were named. The issue of local industrial administration and the establishment of chambers of commerce has been implemented and the prototype of industrial administration under the Beijing government of the Republic of China has been established.
