超高齢社会であるわが国では福祉避難所整備の拡大は急務であるが、その対象者である身体障害者の中には失禁や失便をおこす排泄障害を持つものもいる。本研究は多様な身体状況の要配慮者が共通して持つ排泄障害に着目し、多様な排泄方法等に応える福祉避難所の機能として、「排泄ケアエリア」を構築するための基礎的知見を得ようとするものである。令和4年度では当初、「平常時における排泄障害者の排泄方法および排泄環境の把握と整理」「避難生活経験のある排泄障害者の非常時における排泄状況および排泄環境の把握と整理」を行う予定であったが、新型コロナウイルス感染症の影響を受け、障害当事者等への接触に制限がかかった。そこで令和5年度以降に予定していた「福祉避難所開設経験施設のトイレ環境および避難者受け入れ時のトイレ状況の把握」に関する調査を令和4年度に実施した。調査対象施設は、2016年に発生した熊本地震後に開設された福祉避難所および、2020年に発生した球磨川氾濫後開設された福祉避難所の2か所であり、共に熊本県内の特別養護老人ホームである。熊本地震の被災者を受け入れた施設では最大100名であり、その多くは高齢者とその家族で特にトイレ介助を必要とする人はいなかった。球磨川氾濫寝の被災者を受け入れた施設では2名を受け入れた。この施設では受け入れには条件があり、空き床数と避難者の身体の状態で決めている。当時受け入れたのは日常的にオムツを利用している寝たきり状態の高齢者であった。そのため排泄処理は空き室内でのオムツ処理のみで特に問題はなかった。
