2022年度は、ヴァイマル期ドイツの対スペイン通商条約交渉（1925～26年を中心とする）に着目し、ここで焦点となった農業関税問題に対して、ドイツ国家国民党(DNVP)と農業利益団体がとった政治的実践について分析した。反共和国を掲げて結成したDNVPは、カップ一揆（1921年）の失敗以後、議会内での影響力の確保を目指すようになっていった。この背景には同党と関係が深い農業利益団体である全国農村同盟からの圧力もあり、工業品輸出を優先したために冷遇されていた農業界の要望を政治的次元で実現させることがDNVPに求められていた。こうした前提を踏まえての分析から導き出したのは、以下の二点である。（１）閣内協議におけるDNVPの姿勢は、時の第一次ルター内閣の危機とみなされた事態において連立の崩壊を防ごうとする言動が見られるものだった。そこには他の政策において農業界に有利な条件を受け入れさせるためという理由もあったものの、先行研究で強調される反体制政党としてのDNVPとは異なる側面を実証できた。（２）独西間の通商条約は1925年5月の暫定条約と、それが破棄されたあとの1926年5月の条約と二度締結された。ドイツ国内での交渉過程について、前者は利益団体の影響力を排除すべく官僚による委員会協議が中心に進められたが、時間的条件により破棄を前提として差し当たり妥結したものだった。一方で後者は、閣僚に加えて全国農村同盟などの利益団体の代表者も交渉に加わることで農業界・工業界の妥協が実現し、締結に至ることができた。両交渉過程の比較から、農業利益団体の果たした役割としてコーポラティズム的側面を見出すことができた。

In 2022, the National Democratic Party (DNVP) focused on agricultural tariff issues and analyzed the implementation of agricultural interest groups. After the defeat of the anti-republic, the influence of the parliament was guaranteed. The background of this is that the agricultural interests of the whole country are in the first place, and the industrial output is in the second place. The analysis of the premise of this article is as follows: (1) The position of DNVP in the cabinet agreement is opposite, and the crisis of the cabinet is opposite. In addition, the favorable conditions of other policies in the agricultural sector have been accepted, and the reasons for this have been emphasized. The anti-system political parties have been proved to be different. (2) The treaty of commerce between the two countries was concluded twice in May 1926. In the process of communication, the former excludes the influence of the interest group, the latter excludes the bureaucracy, and the former eliminates the premise of the cooperation between the two parties. On the other hand, the compromise between agriculture and industry has been realized and concluded between the representatives of the National Rural Alliance and the cabinet. The comparison of the process of agriculture and the effect of agricultural interest groups shows that there is no difference between the two.
