项目摘要

本研究は、経済政策の立案決定過程を理論的かつ実証的に研究することを目的として、昭和60年度に引き続き、公共選択論に関する分野について、広く研究及び討論を行い、その成果を日本経済政策学会において公けにした。加藤寛報告・尾上久雄討論者として、「民間活力と国家規制-民営化問題をめぐって-」というタイトル下で、現在の我が国における効率と福祉といつたことに関する公共選択的視点からの分析がなされた。またこの学会において野尻武敏を座長にして、高柳暁が「規制緩和と経営上・経済上の効果-電々、国鉄の民営化を中心として-」というタイトルで実証的な分析を行った。この大会の後、関東・関西の各研究グループは、それぞれ数回にわたる研究会をもつかたわら、この研究グループの母体の一つであるPublic Choiceでの研究会でさらに一層の討論が加えられた。また、国際的な分野では、加藤竜、黒川和美が中心になって「国際的介入の是非を問う」というタイトルでシンポジウムをPublic Choice研究会の場をかりて行った。ここでは、サミットというものがキンドルバーガーの定義による"国際公共財"として促えられ、その中での国際的意志決定プロセス(協調と協力)がどのようになされるかが、かなり歴史的,実証的な分析手法でなされた。そして、この1月に本研究グループに加えて、外部より関連のある研究者を一堂に集めシンポジウムを東京にて開催し、その成果を論文して完成させ、一部は公共選択の研究に、一部は日本経済政策学会専門部会研究図書(昭和63年)に掲載する予定である。また、1月22〜23日の「大学と科学」公開シンポジウム組識委員会の主催する「経済政策の決定と情報システム」に参加報告した。

This research is aimed at theoretical and empirical research on the process of establishing and deciding economic policies, and the results of this research are presented to the Japan Economic Policy Association. Kato Hiroshi Report·Ogami Hisao Discussant: "Civil vitality and state regulation-issues of democratization" under the theme of "efficiency and well-being of our country at present" and "analysis of public elections." The Institute of Technology conducted an analysis of regulatory easing, economic efficiency, and civil administration of the National Railway. After the conference, Kanto and Kansai research groups will discuss the issue several times. The Center for International Intervention, Kato Takashi, Kurokawa Kazumi, etc. The definition of "international public goods" and the determination of international will (coordination and cooperation) are the analytical methods of "international public goods" and "international public goods." In January 2011, the author published a paper entitled "Research on Public Election" and a paper entitled "Research on Public Election" published by the Japan Economic Policy Society (Showa 63). On January 22 - 23, the "University and Science" Open Forum was held to participate in the "Policy Decision and Information Forum" held by the Organization Committee.
