本年度は、主として、地域リーダーとくに自治体機構の担い手の変遷と自治体における政策決定プロセスの二点について調査を行った。チッソ(株)は、企業規模の拡大に伴って自治体への直接的関与を強化していった。それが顕著になったのは、第1次世界大戦の好景気で一段と規模が拡大した直後の1925年からである。この年には、町会議員に工場長をはじめ7名(定員30名)が当選、加えて工場出身者が町長になるという進出ぶりであった。戦後も工場の復興・拡大に応じて、元水俣工場長が1950年から20年間の内1期を除き長期にわたり市長の座を占め、また、市議会でも1950年代から70年代前半まではチッソ関係者(現・元従業員、子会社従業員など)が多い時期には7割弱(1967年66.7%)、また現職者だけをみても2〜3割(1963年33.3%)という大きな割合を占めていた。そして、そうした議会でのチッソのウエイトが低下するのは、企業規模の縮小の時期より一定のタイムラグがみられる。こうした直接的関与に加えて、市税構造におけるチッソのウェイトがさらに自治体への影響力を強め、その結果、企業よりの政策決定がなされることになる。1932年の町議会による工場用地買収費の贈与議決や、1956年の水俣湾の貿易港指定への市当局の奔走、1959年の港湾修築事業のチッソ分担金分の市による肩代り支出、チッソ再建のため1967年に再提出された工場誘致条例などその事例の一部として挙げられるが、さらに、水俣病事件関連の政策決定にもそうした姿勢は貫ぬかれており、結果的に、患者や漁民などのチッソによる被害者に対する救済を少なからず解怠させることになったのである。
