本年度は、まず、昨年度に引続き熊本県の中国帰国者の生活実態を更に調査した。つぎに、この事例を比較社会学的に分析するために、東京周辺の中国帰国者の実態調査と、北米でのアジア移民の研究、そしてフランスのアルジェリアからの本国帰還者の研究等の文献調査を行った。中国帰国者は、海外から本国への帰還という点で、フランスの本国帰還者にもっとも近い。後者は、アルジェリア戦争によって1962年頃帰国した人々で、中国帰国者同様、帰還後の生活には就業・住宅・教育などの問題を抱えていたが、フランス政府の手厚い政策によってほぼ順調に適応していった。彼らは、植民地からの引揚げで、言葉や文化の点で帰国後の生活にほとんどハンディがなかった。これに反し、多くの中国帰国者は、中国社会で40余年を過ごし、北米のアジア移民等と同じく、彼らの日本社会への適応は異文化適応であった。しかし、北米のアジア移民等が、このようなハンディを克服していくために、移住地で自ずからエスニック・コミュニティをつくり濃密な互助関係を形成していったのに対し、中国帰国者はその移住・帰国が政府の援助を受けて行なわれ、またその住宅対策が彼らの集住をさけたために、多くの場合は集住コミュニティが形成されなかった。彼らは、中国帰国者同士の協力よりも行政や近親の援助によって日本社会に適応しようとした。しかし、彼らと行政や近親との間には、言語・文化・慣習の違い、さらには戦争責任の解釈の違い等による行き違いが生じ、彼らの多くは孤立し、精神疾患をわずらうものも少なくない。熊本の場合は、多くの事例と異なり、帰国者コミュニティの機能が高いが、仕事・教育・結婚・老後への不安感が強いために、行政との関係だけでなくコミュニティ内の人間関係も極めて不安定な状況にある。行政援助は十分でなく、帰国者コミュニティも基盤が弱いという状況が浮き彫りにされた。
