项目摘要

本年度は、4年制大学と短期大学の入学定員割れおよび統廃合の要因を分析するための理論作りおよび実証データの作成・分析を行った。さらに、大学・短大の設置者である学校法人の新設統廃合の分析も行った。そのために以下の3種類のデータ・ベースを作成した。第1に、各大学に関して昭和61年度の定員充足率、社会的評価(偏差値等)、構成員の特性(研究状況、年齢分布、学歴等)、就職状況などの属性的情報を収集した。第2に、昭和24年度以降新設統廃合された大学および短大の学部別の入学定員数と在籍者数を調べた。第3に、昭和25年以降の学校法人の許可と廃止の状況について調べた。さらに、以上の数量的情報を補うため、各大学の学校案内の収集や関係者へのインタビュー調査を行なった。その結果、以下の新たな知見が得られた。1.定員割れしている大学は27校ある。2.定員割れの要因を、経営戦略、内部組織特性、外部環境特性の3つの観点から検討した結果、地方所在で小規模で偏差値ランクが低いという傾向がみられた。3.さらに、伝統的な女子教育を支えた学部で定員割れが目立っている。4.廃止となった45校の短大の平均存続年数は、14.2年であった。国立私立別では、それぞれ26.7年、17.4年、12.7年で私立の短大が設置されてから最も早く廃止される比率が高い。5.昭和50年当時の学校数で廃校数を割った廃校率をみると、短大のそれは2.9%で、幼稚園の4.2%、小学校の4.9%、中学校の4.5%、高等学校の5.9%についで高い値となっている。しかし、大学の廃校率は0.2%で、相対的にみてかなりひくい。6.高等教育への参入以前、それらの学校法人の約8割は各種学校や高等学校などなんらかの学校経営していた。これは特に短期大学に参入した学校法人に著しい。
