项目摘要

本年度は、次の二つの課題を追求した。1.多民族帝国オーストリア・ハンガリーにおける帝国主義展開の内政的局面において、国有鉄道政策がもった諸民族統合政策としての決定的な意味を、帝国主義政策体系全体の中に諸政策を位置づけつつ、考究した。2.さらにボスニア、ヘルツェゴヴィナの東部鉄道の延長線上の位置する、オリエント鉄道に関する史、資料の収集は困難をきわめたので、とりあえずバルカンの鉄道問題をめぐる第二次史料の収集、検討によってバルカン進出政策の基本性格を把握した。その結果、前者については、オーストリア・ハンガリーの場合、国有鉄道政策が内政上、諸民族統合政策としていわゆる『社会帝国主義』(セムメル)を体現する重大な役割を担わせられたこと。政治的には、多民族帝国における利害代表政党政治の場においては、「世話好き民主主義」Gefalligkeitsdemokratie(ベーム・バヴェルク)の対象として、国有鉄道政策が位置づけられたことを意味すること。財政的には、二重帝国統治の要となるオーストリア均衡財政体制の破綻の最大の要因が、国有鉄道建設、経営のための支出項目である鉄道費にあったこと。均衡財政の破綻が、内政上、二重帝国統治体制の決定的な危機をもたらし、その内圧が帝国主義戦争へとつながること。以上を明らかにした。第二に後者については、オーストリア国有鉄道・東方鉄道とオリエント鉄道の連結によって貫徹される通商路確保=バルカン通過貨物独占政策が、オーストリア・ハンガリーのバルカン進出政策の核心をなすこと。とくにオスマン・トルコのキャラバン通商路にとって代ったオリエント鉄道とセルビア国鉄との利害対抗が、帝国主義と民族問題の具体的内容をなすとともに、列強の利害対抗と持続することによって第一次大戦へとつながることが判明したこと。以上の実績をあげることができた。
