教育現場における地震防災体制に, もし遅れがあるとすれば重大な問題であり, 早急に対策を講ずる必要がある. この研究は全国の小中学校から1500余校を選び, 現状分析を行い, それをもとにいかなる対策を実行するかの一助となる指導書(防災力向上マニュアル)を作成することを主テーマとしている. 具体的には, 地震防災対策強化地域やサイスミシティの差異などを考慮して北海道, 東京, 神奈川, 静岡, 愛知, 山口, 熊本の7地域の学校を選定し, アンケート調査を実施した. また北海道, 東京, 静岡, 愛知および岐阜においては何校かの実態調査も行った. アンケート調査項目を10程度に整理し, 地域差などの比較分析を行い,さらにこれを参考に各学校が自校の現状を知るための自己診断法を開発した. 点数化された自己診断をもとに, 各学校がどんな対策を優先的に推進すればよいかという防災マニュアルを作成中であるが, この中には地域差や, 対策の中ではその必要性をも解説している. 例えば教師用のヘルメットを用意するように指導しているが, 用意した方がよいという漠然とした認識ではなく, 地震後, 時としては危険場所へ教師が突入しなければならないことを述べている.地震防災力向上のためには, 校舎の配置や耐震性などかなり大がかりな問題として行政面の協力なくては実施できない対応と, 避難訓練や内部環境整備など学校の努力で行い得る対応がある. ここでは主として後者を対象として作業を進めたが, それのみで問題が解決されるわけではない. 防災教育一つをとっても, 学校独自にカリキュラムを変更できなかったり, 教材(例えば視聴覚教材)に適当なものが見出せない現実がある. これらの問題については, 今後早急に関係機関に働きかけなければならないと考えている.

The earthquake prevention system is very important. This research selected more than 1500 primary and secondary schools across the country, analyzed their current situation, and prepared a guide (Disaster Prevention Power Up) to help implement strategies. In particular, earthquake disaster prevention measures were taken into account to strengthen regional differences in schools in Hokkaido, Tokyo, Kanagawa, Shizuoka, Aichi, Yamaguchi and Kumamoto.
