昭和62年度においては, 津波災害班, 噴火災害班, 台風災害班の三班にわかれ, それぞれ, 岩手県下閉伊郡田老町, 鹿児島県鹿児島市と桜島町, 高知県高知市と土佐市において, 地元市町での聞き取り調査および地域住民へのアンケート調査を実施した. 対象者の数は田老町300名, 鹿児島市・桜島町1,000名, 高知市・土佐市300名である. なお, 噴火災害班は当初北海道虻田町を対象地とする予定であったが, 聞き込み調査の結果, 対象地としては不適当であると判断し, 鹿児島市・桜島町への変更した. 三班の統一テーマは自然災害の多発地域に形成たれる災害文化の実証研究である. 三地区でのアンケートの主な質問項目は, 当該地域での過去の被災経験, 避難経験, 津波・噴火・台風などにかかわる言伝え, 伝承, 地域住民の災害観ならびに日頃の防災対策, 防災教育(学校教育および社会教育), 防災訓練, 防災についての社会化, 当該地域からの移転希望, 噴火・地震などの予知への信頼など多岐にわたっている. 三班の結果は現在分析中であるが, 災害の多発地域には当該災害に関する独自の態度や意見, 災害予防行動などが多様に形成され, かつ特異な防災体制が蓄積されていることが明らかである. 一例をあげると, 田老町では明治29年と昭和8年に大津波の被害を蒙り, 現在, 昭和8年の津波経験者が1,000名近く生存している. 彼らは, 往時の惨事を生々しく記憶しており, その経験から, 現在でも地震発生時にはテレビのニュースに極めて強い関心を示して, 非被災者とは異なる独自の情報読みをし, 津波来襲の可能性を予想している. また, 調査報告によると, 田老町民は, ひとしく, 近い将来に再度の津波襲来を想定しており, 町なかと小高い丘の上に二軒の家を所有している者がかなりいることが明らかである. この様に各地区の災害経験の地域住民から今後の災害対策を考慮する上で参考とするべき各種の災害文化を本研究は, 実証的に明らかにした.
