各種の情報システムが現代社会において嫁働しているが、本研究においては、地域情報化の問題を追究することを目的とし、その中でも特に需要が高い分野について研究のテーマとし、地方都市における地域情報通信システムの展開についての調査を行い、その機能性と逆機能性についての点検を第一に取り組んだ。今年度は福島県西会津町における地域保健・福祉情報通信システム関連分野についての調査と、宮城県志津川町の地域防災情報システム関連調査の分析までを当初行う予定にしていたが、平成8年度において、これまでの研究を背景とする関連の分析として釜石市うららシステム(遠隔医療システムの問題性について検証した。釜石うららシステムを対象とする調査については、これまでに(1)釜石市うららシステムの形成とその組織(2)その有用性(3)有用性に関する意識調査の観点から焦点を絞っていた。「うらら」とは端的に言えば、平成4年10月に厚生省から認可を得た医療機器の名称であるが、社会環境の変化に伴う地域保健・医療・福祉の高度化に対応すべく通信メディアを活用して、釜石市の市民の健康と福祉を管理・増進し、豊かな老後を目的に設置されたものである。その釜石市うららシステムの問題性について検証したところによれば、システム等の問題点よりもむしろ利用者意識のズレによる実現とのギャップが問題点としてあげられた。その調査結果を背景に、本研究の課題である福島県西会津町及び宮城県志津川町についての基本計画、実施計画の立案とプロセスについて、行政並びに関連機関の担当者とのヒヤリング調査と資料収集の一部を行った。また、予定していた住民意識調査に関する予備調査を行って、本調査についての調査項目の検討を行った。

All kinds of information communication systems in modern society are in the process of development. This study is aimed at investigating the problems of regional informatization. The purpose of this study is to investigate the problems of regional informatization. The Ministry of Health and Welfare approved the name of medical equipment in October 2004, and the social environment was changed to improve the management of health and well-being of the citizens of Kamaishi.
