项目摘要

Due to the remarkable expansion of man-made forest after the World War II, timber supply in Japan at present is believed to be met almost all domestic demand. However, utilization and consumption of timber is obviously decreasing. This phenomenon surely means that system linking supply of forest resources produced and consumption-delxvery route established do not function smoothly.To establish the logic and to know the actual condition, development of forestry in different regions are reviewed.The results obtained are summarized as follows. 1) Fluctuations of four times in marginal forest for cutting are recognized after the War and the frontiers of marginal forest for cutting is formed on exterior of the marginal forest. 2) Requirement of timbers with homogeneity, standard and stable supply maybe disturb the reforestation. 3) Formation of timber producing district, systematization of regional forestry and formation of complete timber market are necessary to develop Japanese forestry and to gain competitive power against the foreign timber.

由于第二次世界大战后人工林的显着扩张，日本目前的木材供应几乎可以满足所有国内需求。然而，木材的利用和消费却在明显下降。这一现象的出现，说明我国建立的森林资源生产供给与消费-流通路径的衔接机制并不顺畅，为了建立这一逻辑，了解我国的实际情况，本文对我国不同地区的林业发展状况进行了回顾，得出以下结论：1)战后发现采伐迹地林分有四次波动，采伐迹地林分边界在林分外围形成。2)木材需求的同质化、标准化和供应的稳定性可能会对造林造成干扰。3)木材生产区的形成、区域林业的组织化和完整的木材市场的形成是日本林业发展和与外国木材竞争的必要条件。
