本研究を通して、現代アメリカ教育財政改革下の教育アセスメント行政について、以下の諸点を明らかにすることができた。1.教育アセスメント活動はアカウンタビリティ-・システムの一環であること。基礎能力テストは、測定可能な教育結果値であり、学区住民に理解しやすく、教育行政機関や議会でも教育財政を形成・評価していくうえで有益なデ-タとみなされるようになってきている。このような中でアセスメント体制下の教育行財政の重点は、合理的決定形成(rational decision-making)にあり、60年代以降制度化された決定形成における民主主義(市民参加)をシステム内に保持しつつも、重点は明らかに科学的(経営)管理システムとしての合理性(rationality)や有効性(effectiveness)や効率(efficiency)に移ってきている。2.教育アセスメント活動はPPBSとしても機能している。5つの学区ともこの20年間で学区教育財政にしめる州および連邦教育援助金の占める割合は飛躍的に高まっている。この中で、アセスメント政策は、州や連邦援助金政策、例えば補償教育プログラム援助金と密接に関係している。ミシガン州の場合、生徒1人当り約2,000ドルの均等割に加えて、MEAP平均点以下の児童生徒数に応じて1人当り約200ドルの上積みがされている。3.こうしたアセスメント政策に対して、第一に、教育の目的や結果が測定可能性を理由に、不当にせばめられてはいないか、第二に、テスト政策は上からの教育目標管理政策であり教師の教育活動の自由を脅かしているのではないか、第三に、現状では教育費節減のための情報収集活動に陥っていはしないか、などの批判もある。
