项目摘要

今年度も茨城県新治郡玉里村玉川地区の調査を継続した。同地区の調査は今年度で2年目であり、同時に科学研究費補助金に依る研究としては今年度が最終年度である。本年度は、昨年にひきつづき戦後における農民の学習の展開過程を聞き取り、及び資料にもとづいてフォロ-したが、研究成果のとりまとめに力点をおいた。第一年度(昭和63年度)に調査した福島県相馬郡小高町福浦地区の調査は、以前からの調査の継続であり、概ね所期の成果を得ることができた。しかし、玉川地区の調査はまだ2年目であり、成果はなお端緒的な段階にある。戦後の「青志会」(青年会)や「玉川村文化会議」、及び「玉川村農民会議」などにおける学習文化運動に関する資料をある程度整理できた。そうした戦後の学習文化運動の担い手(青年)が1950年代後半に農業経営の主力となり、世帯主となる時期に「玉川農協青年連盟」が結成された。そしてまもなく、「玉川農協青年連盟」が推進の主体となり、複合経営の典型としての「営農形態確立」運動にとりくみ、養豚、園芸等を結集する経営班での活発な活動が展開した。米生産を基盤とする部落組織との葛藤はあったが、「自家労働評価」の追求が現実になされた。農業技術面での教育や経営の調査・研究に農民自身(農協青年連盟)が意欲的にとりくんでいった。商品生産農民としての農民の労働能力の発達への意欲をもとにして、農協による農業生産の発展のための施策と「販売事業」、それに対応する積極的な「指導事業」の展開があった。今年度の研究によって、以上の諸点を明らかにすることができた。1970年代には「農協組合員学校」が成立するが、そこにおける教育の構造の検討や現時点での農民の学習の検討は今後に残された課題となっている。
