项目摘要

本年度は3年間の研究の総仕上げとして、フィリピン行政官僚制についてのモデル作りを試みた。『年報行政研究』(25巻)に収められた拙論「アキノ政権下の行政改革」は、そうした成果の一端である。また、本年度も、現在進行中の行政改革(公務員制度改革を含む)の急態を、フィリピン公務員委員会(CSC)、上院公務員・機構改革委員会(ラス-ル上院議員委員長)、会計検査員(COA)などから得た一次資料(これらの調査は、本報告者が参加しているフィリピンへの国際学術調査の際、ついでに行った)をもとに、引続き分析を試みた。その成果の一部は上記論文などにも公表したが、それを要約すれば、アキノ大統領自身の公約と極端な財政難にもかかわらず、行政機構は依然として肥大しつづけているだけでなく、多くの部局で明らかな「機能低下」が観察されるというものである。フィリピンの行政官僚制は、植民地支配などを契機に導入された新しい組織原理である。しかし、フィリピンの伝統的な組織原理によれば、個人は組織の中でも抽象的な人格、すなわち一つの機能として行動するのではなく、つねに具体的な人格として振舞うことを要求される。したがって、組織運営のさいには微妙な平行感覚や取引きが、つねに要求される。その意味でアキノ大統領の行政改革の現状も、必ずしも「挫析」とみるよりは、現在においてもそうした伝統的組織原理が強い拘束力をもっているとみるべきであろう。

This year's research on administrative bureaucracy has been conducted in three years. "Annual Report Administrative Research"(25) Administrative reform is ongoing this year (Civil Service Reform) Urgent situation, civil service commission (CSC), upper house civil service and institutional reform commission (CSC), upper house member chairman), accounting inspector (COA) to obtain primary data (this survey, this report has participated in the international academic survey, the middle of the survey) to conduct research, lead analysis and test. Some of the achievements are recorded in the paper, such as the public table, the offer, the loss of the general manager's own convention, the extreme financial difficulties, the administrative structure is still too large, the department is clear, the "low function" is observed. The administrative bureaucracy and the people's control have been introduced into the new organizational principles. The organizational principle of the system is related to the individual's abstract personality, the function of the organization, and the specific personality. In the process of organizing and managing the company, we have to pay attention to the subtle and parallel feelings and requirements. It means that the current situation of administrative reform under the leadership of the Communist Party of China must be changed, and the organizational principle of the system must be strengthened.
