本年度は2回研究会を開催した。9月に名古屋大学で行われた第1回研究会では,古田が「現在のベトナムの行政改革をめぐって」と題して,ドイモイ政策下で進行している行政改革の実態と問題点について報告し,また片山は「フィリピンの住民把握制度」という題で,フィリピンの住民把握制度が歴史的にどのように発展し,またどのような問題点を抱えているかを,国家による資源動員能力向上との観点から論じた。96年1月に東京で開かれた第2回研究会では倉沢が「開発政策と中間層の台頭」という題で,現在インドネシア都市部で急速に拡大している「中間層」の分析を行い,鳥居は「マハティール政権下のスルタン制度」と題して,80年代から90年代にかけてスルタン制度がマレーシア政治においてそのような変容を受けてきたかを明らかにした。さらに斎藤は「国家は配電盤か」という報告で,東南アジア地域の国家機能が西欧による植民地支配により「上から」導入されたとの「通説」を批判し,国家論の新たな仮説の提示を試みた。こうした研究会以外にも,班員は頻繁に連絡を取り,また意見や情報の交換を行っている。さらに,各班員はそれぞれの研究テーマに関連する国際学術調査などにより,現地調査を行っている。例えば片山は95年6月と96年2月にフィリピンにおける地方政治に関するフィールド・ワークを行い,フィリピンの地方行政組織がそのような発展を遂げ,現在急速に進展している国民国家形成において,それがどのような役割を担っているかについて実験調査した。同様に,倉沢はインドネシアに関して,古田はベトナムに関して,浅見はタイに関して,鳥居はマレーシアについて,さらに斎藤はインドネシアについて,フィールド・ワークを行った。
