今年度は、広島県竹原市を中心に集中的なフィ-ルドワ-クを行った。調査内容としては、一つは竹原における部落差別の実態を把握するために、各行政区における指導者層(町内会長、区長等)、教育関係者(小中高の先生のグル-プインタビュ-)を対象に聞き取り調査を行い、さらに解放運動の指導者層に解放子供会の歩み、解放運動の経緯について聞き取りを行った。また、被差別部落出身の20代から30代までの若い世代の被差別体験について聞き取り調査を行った。これを通して得られた概要は、解放運動の当初は教育関係者の主導が強く見られたが、現在では被差別当事者による運動が中心であること。行政による社会啓発や同和対策事業も熱心に取り組まれていること、である。このように、公的な場面では「差別を許さない」という反差別の表現が多く観察されるにもかかわらず、葬式の際の相互扶助組織である「ジッコウ」においては被差別部落世帯を排除する慣行がつい最近まで残っていたり、各行政区の指導者層には「部落問題とは関わりたくない」といった逃避的傾向も同時に見られた。このことを確認するために、竹原市が日本解放社会学会に依頼した市民意識調査の結果を積極的に利用させていただいた。それによると、市民意識の中に、表面では部落差別に反対を示すが、深層では根強い差別意識が残っていることがわかった。これを態度の面から解釈すれば、ある矛盾した態度が市民の中に形成されており、一方では積極的に反差別的態度を取ることの重要性を認識しているものの、同時に逃避的、傍観者的態度をとるといったジレンマが生じていると思われる。
